Roads & Transport Authority’s (RTA) Idea Management System covers the ideas lifecycle from Generation, Capture, and Selection to Implementation. The system is based on the six values of Simplicity, Objectivity, Accessibility, Reach, Acceptance and Openness. Ideas are generated from many sources, through various activities.
The competitive advantage in RTA’s Idea Management approach is in three areas - Enrichment, Fast Track and On-site ideas collection tools. With Enrichment, which RTA calls it “IDEA Clinic Tool”, RTA has the principle of “why not!” in examining ideas. When an idea arrives, a group of relevant internal units support the idea owner in developing the idea into a more solid concept of potential innovation, instead of just rejecting early stage ideas. Fast Track is a track of three tracks of idea development. RTA defined the fast track for the mature innovative ideas that leads to incremental innovation where the value is sensed and trusted to be achieved, these incremental innovation are 70% of RTA’s innovation. The aim of this track is to simplify the innovation process and to achieve the innovation’s quick wins. On-site ideas collection tools is part of an initiative which is called “AL Mustakshef” which means “The Explorer” in English. AL Mustakshef allows RTA to reach frustrated minority stakeholders to give them the chance to participate and contribute ideas in the development of RTA’s services. On the other hand the initiative allows RTA to reach to the entrepreneurs who may need to be incubated to create breakthrough and disruptive innovations.
